No.
Most of the better PhD programs accept students with a BS or BA. The better PhD programs do not even accept students who only want a master's degree. At these schools, the MS or MA is often given out as a booby prize to students who do not complete the PhD.

Some universities prefer that you not have a Master's Degree before matriculating into their Doctoral programs; some do not care if you have one already and may allow some transfer of credit towards the Doctorate so long as the Master's Degree is in the same field of study as the Doctoral program. Some programs allow you to earn a Master's Degree along the way to the Doctorate; this sometimes allows you to leave the program with a degree if you are unable to complete the complete program. Probably the greater majority of those schools offering Doctorates do so without awarding a Master's along the way. This means if you are unable to finish the full program, you will leave with nothing even if you have enough credits to have been awarded a Master's Degree. My best suggestion is for you to get in touch with the schools you are interested in attending and find out what the Graduate School and the Department from which you plan to receive the Doctorate policies are. Schools vary in their policies, and the Graduate School of the College/University policy may not be the same as that of the Department within the Graduate School. In other words, the Graduate School may not care if you already have a Master's Degree, but the specific Department's Doctoral program may. Do not assume anything. Make sure you invesigate. Get a University Catalog as well as the major Department's written information about the Degree you want to earn so you are sure

Well you definitley can enter the PhD program coming from a bachelors program if you have the grades, good GRE score AND good enough research experience... but many often pick up a masters degree along the way..

What are you people talking about???
Roda and Ranto are correct here. You do not need a MS/MA before getting a PhD.
Go to any schools graduate department and ask. After your Bachelors, you can apply straight for a PhD program.

An absolute yes. Degrees are on a ladder scale. No jumping around. Gotta crawl before you walk.
