Each degree is further divided into 60 minutes
Each minute is divided into 60 seconds

So 1.78 degrees = 1 degree + .78*60 minute
= 1 degree 46.8 minutes
= 1 degree 46 minutes +.8*60 seconds
= 1 degree 46 minutes 48 seconds
