I think there is some confusion here. Why do you want to take it out? I know that most mobile home water heaters have the cold water supply at the bottom. They do not have dip tubes like regular water heaters to take cold water to the bottom and push hot water out the top. The plug on top MAY be the metal rod that collects minerals that cause the tank to go bad quicker.

You can't fix anything by unplugging it.Check the circuit breaker. It will be one with two switches clipped together or one big one. You can tell if it is tripped it will be half clicked. If that isn't it the element is probably burned out. Time for a new tank.

You can adjust the temperature for your hot water, it's that knob for adjusting the temperature "hotter", etc.
