The main driver will be over 25 but we would like to add an additional driver onto the car that is not 25, with or without the charges?

if he/she is your co-worker and your on business, no charge, the age changes from your comapny or agreements ahead of time ( 18+, 21+ etc ), if he/she is your husband/wife- no charge for addition. driver, if neither and its just your friend and going on vacation etc, then i believe its 25 every where, but add driver cost $ 9 per day

Almost all do but the person renting sometimes has to be 25.
