A tie between Dexy's Midnight Runners ("Come On, Eileen") and A Flock of Seagulls ("I Ran").
I don't particularly care for either of the songs, actually they're both pretty annoying... but I chose the first for the band name, and the second for the hair.

EMF, for the song "Unbelievable".
This is such a great song from the 90s, I think, which has been included in so many film soundtracks, but the band has never made a dent in the music industry after this song became a hit.
