I hear the consittution of Mexico says that you cannot prosecute th ex-president for anything he did in office?

Mexico is one of the world's nations that is well-known for corruption and even political assassinations when somebody breaks with their compadres.
It's true that there is some corruption in the US, but it doesn't compare with Mexico in that department. Bribing the police is routine, not an aberration like in the US. Part of the reason is that the system is set up so that officials can't do their jobs without getting extra money somewhere.
Corruption has been a way of life in Mexico ever since it was a Spanish colony. Political positions were bought from the Spanish crown, and the buyer was expected to make the position profitable to himself. The system continued after independence, with taxes being insufficient to pay for the government or a decent salary for its functionaries, so people have to pay extra to get routine services.
