For this equation...

6x + 2y = 11

Would the slope intercept form be 2y = -6x + 11? Also, how would I find the equation, in slope intercept form, for the line that is parallel to this line and passes through the point (9, -15)?

Divide by 2

y=-3x +11/5

Now the slope is -3 so use that fact and the point to find 'b' of the parallel line

-15=-3(9) +b
-15=-27 +b
12=b

y=-3x+12

y = -3x + 5.5 is the correct equation

y=-3x + b is || to above line
-15 = -3(9) +b --> b = 27-15 = 12, so
y = -3x +12 is required line
