Yes

But.........it has to be an emergency situation. The current CHL/NHL agreement allows NHL teams to keep a junior aged player on the roster for the team's first 9 games of the season. After that, the player can be returned to junior without losing a year on his entry level contract.

After that point in the season, an NHL team can only call up a Junior aged player in the case of an emergency. It's the Joe Cirella rule (The Colorado Rockies called Joe Cirella up 7x in his rookie year) and was augmented with the 10 game rule in the current CBA.

Ronnie's correct....in addition to what he said, under the current CHL/NHL agreement, all players who are property of CHL clubs are ineligible to play in the AHL UNLESS their junior season is completed.

to go along with what LITY said, once the Junior teams season has ended, they can be called up as well.
