No, That's a no-no white eyeliner on any eye just looks real sluty and tacky. Sorry to come off in a rude way but it's the truth

White eyeliner on the inner lids will make your eyes pop. It's probably not too flattering by itself though. If you have blue eyes, try pairing the white on the inner lid with a gold-brown eyeliner around it.

I think since you have tan skin you should go with a peach eyeliner for the waterline, like the kajal liner from stila. I think white will look too harsh. Also what I like to do to make my eyes look bigger is to line the top with black and line the outer corner on the bottom about 1/3 of the way in with black as well. Then you can line your waterline with the peach eyeliner.

It's good for brightening your eyes up, but it wouldn't suit everybody, there are some pics in the link below to give you a clue. Personally I'd use a very thin line of black and then put the white on as white would make me look washed out.

I have dark blue eyes too,I use a product called eye bright from benefit.
The pencil itself is pink,I find actual white too harsh.
It looks great-realy natural and opens the eyes brilliantly.
Trust me I`m the make-up queen!

Not really, not if your just wearing that. It makes you look like you have something wrong with your eyes or whatever lol! But depends really, cos if your trying out loads of different colours on your eyes, it might be okay.. <3 xx

If you use it on your bottom lid, you will be fine. It widens the eyes. I am not sure why so many are against it, but it is used repeatedly by makeup artists to enhance the eyes.
