When the government was being formed, there was an arguement over whether the number of congressmen from each state should be based on population (which gave the larger states an advantage) or whether there should be an equal number for each state (which gave small state the advantage).

It was decided to create two branches of Congress. One, the House of Representative, is based on population (1 congressman for every xxx number of people in the state). The other, the Senate, as two congressman from every state regardless of size (both California and Rhone Island each get 2 senators).

As the population grew faster then the number of states (50), the House has more members (435).

For a bill to be passed, it has to be approved by both branches of congress. This is suppose to give large states and small states an equal voice in the democratic process.

There are two senators to represent every state so that all states are equally represented. The House represents the people(population), and is readjusted according to the census, so more representatives will come from the more populous states. There are 438 Representatives, by an act of Congress, who are apportioned according to population.

I work in the House! infact thats where I am right now. Its all in how they divide up the number of residence in the state. Each State rep has like (hold on I'll garb my guide lol) ok The State Reps have something like 90,000 constituents in thier districts and the Senators have something like 230,000. (my numbers may be off) The State Reps have closer ties to the communites and are more apt to work one on one with thier districts.

To share power among states. If a state with a low population didn't get two they would have no power but if all states got the same amount of reps the high population states would be unrepresented.
