It is to keep them close to the people. The entire House in up for re-election every two years' their terms are not staggered. It is why you will hear people refer to the H of R as the "people's house". Other bodies are further removed from the people: the senate has 6 year terms and only 1/3 is up for reelection every two years; the president is elected by the electoral college; and the Supreme Court serves for lifetime tenure.

So that their terms can be staggered...staggering their terms is ideal b/c it prevents the chaos that would result from having all of them running for re-election at the same time.
