That assumption is at the root of racism.

Culture and upbringing can go a long way in determining moral behavior. We have this "racism" thing because in the past, populations were more isolated. Cultures evolved concurrently with physical features. That's why we have "European" cultures where everyone was white, Asian cultures where everyone fits certain phenotypes, African cultures, etc. etc. People were evolving in more or less isolated populations.

Today international travel is relatively easy. We have countries like America that are a mixing of almost every culture on earth. It's becoming a trait of very ignorant and isolated people to judge people by their physical appearance - you can never tell where someone came from anymore or what their background is. Better to get to know the person.

Probably not. Moral behavior is based largely by family and culture. Of course, individuals can modify their moral system, but many often just stick with the norm for their culture.

Edit:
Notice in the various answers that some people consider any other morality than theirs to be immoral or lacking in morals. Many people, like these, have not studied or thought about different systems.

Not at all. Moral behavior is something taught in the home while the child is growing. It is taught in the church when a child is listening. Children that have been brought up in a loving home with parents that teach their children to love others and to respect other cultures then the child will grow to be a loving law abiding individual. It is not likely to be any race.

No. There is no such thing as race. However, there is such a thing as culture, and it very much affects our moral behavior.

What we have been calling race is a group of people with similar physical characteristics that have evolved from adapting to living in a certain region over a long period of time. Mating with those of similar characteristics tends to perpetuate the characteristics. However, as soon as someone with those characteristics mates with someone with very different physical characteristics, the parents' so-called racial characteristics tend to blend creating a new so-called race. Repeat such blendings enough times and so-called racial characteristics disappear entirely.

In some cultures there are accepted practices that your society might consider immoral. Taboos are cultural - not race-related.
