Is halogen lamp the choice for brightest lighting??

Yes, I would go with the halogen.
There are more efficient forms of lighting, but the halogen flood gives the whitest, brightest light for your application.

any motion detector, with flood or spot lights will give you good lighting, some motion detectors have an adjustment so the sensitive can be changed,

there are new rf digital motion sensor controlled lighting that is more reliable than the old kind.
