It would be nice if Scottish MP's had a bit of morality and didn't vote on devolved issues. Of coarse some party's rely on the Scottish MP's for their majority. It is not democratic for a Scottish MP to vote on issues that wouldn't affect their constituents, and thus his seat.
I think this must be addressed. I would have thought it would be simple when devolved matters come up, only the MP's that constituent are effected, can vote
.
I also think the Barnett formula needs revisiting. Two parts of the UK benefit at the expense of the rest of the country, Scotland and London. With the £6bn spent on High speed one. Scotland will be given a large percentage to do what it pleases. While the rest of the country is in deficit.

In my view, the ideal situation would be to greatly increase the powers of the devolved parliaments of Scotland, Wales and N.Ireland, and make the House of Commons solely responsible for England (with the same powers as the devolved Parliaments).
A fully elected replacement for the House of Lords (with equal membership from all four nations), could oversee all four national parliaments, acting as an upper house to ensure the usual democratic checks and balances, to resolve conflicts which may arise between the national parliaments, and above all to maintain the UK as a political entity for the sake of international relations.
I know the above is very unlikely to happen, but for me it seems the only definitive solution which avoids the break up of the UK.

A federal UK government.
England, Scotland, Wales and Ulster should all have regional governments enabled to run internal economic and governmental functions such as education, health, local government, etc. This would be supplemented by a national UK government which operates such things as defence, foreign relations, national energy policy and other national and international functions. This way each area can pursue its own policies in many areas without risking the breakup of the UK.
