Yes, she can use that expression. Another would be low blow.
Either one works since they refer to someone saying something that was really uncalled for. So, they are both logical. : )

Good question. Although if you hit a woman below the belt, it would hurt... not the same or as much as a guy would, but hit anybody anywhere and it's going to hurt to some degree!

We can use that expresssion and mean it.
Just because most of our "plumbing" is internal doesn't mean it won't hurt like hell if we get kicked or punched in the crotch the right way.
Did you ever see a girl riding a boys bike with the bar going from the handle bars to the seat and see her fall on that bar.....it hurts like hell!!!

logically, they should because they have reached the matuity earlier and have a longer period of sexual maturity than men. However, in the modern society that we live in, women can have as many as they want, whether it is more or less than men.
