Because the body cools itself by evaporating sweat. In high humidity sweat does not evaporate as well as it does in low humidity.

For the same temperature ,humid air will be holding more heat than a dry air.So humid air will be hotter than dry air at a particular temperature.So, our body will feel more hotter.Moreover,when the moisture is more in the air,the air cannot remove the perspiration from our body and thereby the body will not be cooled.We feel sultry and uncomfortable.

I think it's because it makes the feeling of being HOT even more unbearable. It gets you sticky and sweaty and gives you oily skin..... Especially in the summer, when it's already hot enough we don't need the humidity..
