No team has lost 16 in one season, Tampa Bay lost all 14 in their first season and the first 12 of their second season before going on to win the last two.

Actually, the Carolina Panthers went 1-15 in 2001, 2 years before they made the superbowl. Hopefully the 07/08 dolphins too :p
