Is it the same as one would infer by watching the news, eg 10:90? better? worse? Is it similiar to the ratio of people in prison? If so, How do people like Hitler, Cheney, Lay factor into the ratio? How much good is needed to offset evil?--can one person be as absolutely good as another is absolutely evil, or is evil more powerful?

Good and evil are words. It is viewpoint that matters. What is evil or good to one is different for another. What you suggest is some sort of absolute evil and good. Now there is some debate about this.
When Hitler was in power, there were those who believed that what he was doing was good. Sounds horrible I'm sure. But that is what those people perceived. I am sure that those who suffered had vastly different opinions. But the point is that Hitler could not have done what he did unless other people agreed with him. And so it comes down to perspective, even in the most horrible seeming things.
Another simpler example. One person views abortion as one of the most evil acts a person can commit. Yet it is legal and good in the eyes of many people.
Better to change your question to intent. What is the intent of a person? Are we more selfish than loving? It is greed that causes pain and misery for others. So what is the intent of people? What is the ratio of greed to love in world? Maybe this is a more appropriate question.
I think we are all inherently selfish (greedy). This is the curse of being an individual with only one perspective. We can only see through one set of eyes. So when we grow as children, we only see what we want. "Mine!" we say. Yet we all have the inherent feelings of empathy and sympathy as we grow. This is perhaps a genetic response that allows us to interact on a familial level and on a higher societal level as well, giving us a better chance to survive. But which feelings are stronger? I think they are perhaps equal. So the ratio is naturally 50:50. The rest is left to choice. The balance is tipped depending upon what we decide. Of course genetics can tip the balance a little bit, so can environment I am sure. But in the end we all have a choice, assuming we are healthy.

Each event occurs according to a divine plan, and presently the world is fast approaching the dooms day. The signs are there for everyone to see. God gives enough chances to humans to reform themselves but humans seldom learn from their mistakes. The warning signs are loud and clear and presently evil is a clear winner over good. This does not mean that the power of evil is more than good. The fact remains that humans have been endowed with a divine faculty to make rational choices between good and evil. If humans choose to support evil, how can the good win? But humans are ignorant of the impending doom that is their own making and not brought about by GOD.

Excuse me, but until we all reach an agreement on the definition of good and evil this question cannot be answered.
I am almost positive that the things that I consider evil are quite acceptable to some people and the things I consider good would disturb many others.

The closer we are to Armageddon (end of time) the greater women human beings will populate this earth, plenty so the ratio of adult men to ladies human beings cab as severe as a million:3. yet this does not advise polygamy (the legal one) would be universally practiced everywhere, even if fornication would desire to finally end up being the order of the day.

The thinking of the people at large is negative therefore they get negative results. The actions done are not harmonious according to the laws of nature are evil and viceversa harmoniuous are good actions.The ratio is evil 99.99% and good 00.01%.

based on the time and tense definition of good and bad will change.
here you are asking the question based on the present day facts and figures. it will be like this: 25% evil, 25% good, 50% with both qualities. this 50% generally oriented to good. but if somebody want to change them, they can. i have forgotten one sociology theory regarding this. thinking that in my mind i have written the percentage.
