Is that true or false? I think it is false b/c it is to persuade readers to do something not change their minds or is that sort of the same thing

Not in the real world .. no-one would put forward a proposal that they knew their audience was already opposed to ...

... typically the proposal is to CONFIRM the direction / decision already wanted / suggested before hand ..

I personally think that a proposal is to share a new idea on an important issue. Persuasion is to get more people to agree with you, whether or not they already do.
