Is the wavelength or velocity changed?

I think the frequency will change but I don't think the wavelength or velocity will.

Yes. You are correct.
The movement of the medium, (air) will
alter the frequency of the sound as it
is perceived by a stationary observer.
It will be lower upwind, and higher downwind.
The velocity and frequency will be unchanged
with respect to the air, but will change with the
movement of the air with respect to the observer.
