Highly metally developed means having a higher level of thinking from other humans. You yourself will know if you are if you have the qualities not found in other people(mentally). One such indication that you are more mentally developed than the rest is that you can easily think out of the box and look at the bigger picture. Another indication is the ability to assess a situation without going hysterical. Judgement is the key to it. An unclouded judgement is a very likely trait that highly mentally developed people have to be able to assess difficult and stressful situations.

(1) The pulse rate in a new born baby is about 140
beats per minute. This pulse rate gradually reduces
during the Koumaaram period and settles down to it's
stable value of 76 beats per minute after the age of 24
years. Different sects in the world have different
criteria to declare a person to become a youth. The
Indian tradition says that a person becomes a youth on
his 25th birth day, taking the stable heat beat value

years, but it may take longer for others. You can not
blame a teenager or a youth for not having it. It is a
general observation that only person aged beyond 40
years are called intellectuals.
(3) The period from 40 to 60 years is called the
declining period of youth-hood. It is also the period of gaining wisdom.
History knows that major inventions or
innovations in science were made by people
after the age of 24, and major achievement in
philosophy, history or literature after the
age of 40.

I think you are referring to IQ here. When you say one person is more highly mentally developed compared to another person, I would probably think they were more intelligent.
But in my opnion, being mentally more developed should not be limited to intelligence. Artistic abilities, perhaps psychic abilities may be an indication of a more highly developed mind.

Don't worry, it's definately not a bad thing. It means that your very smart. Possibly that you use more or rather different parts of your brain. That your logic that you use is rare and above what the average person uses on a day to day bases. It's a very good thing, just make sure to use it for the right things, lol.

That does not exist! The reason is that No one! It means nothing! One gets high developpement on something (yet not at 100%), another on something else. Einstein very good in physic, not to 100%, mind you, and he could not handle his family and badly needed his last wife!
We can never apply this to anybody, ever!
