In a good society people will say: "Ask not what you can do for your country but what your country can do for you" while a bad society will tend to be more of the: "Ask not what your country can do for you but what you can do for your country".

Basically a good society is set up in such a way as to serve its citizens instead of having its citizens serve the state.

Good societies also tend to be based on maximum possible freedom (though with the recognition that some freedoms can contradict) for as many people as possible.
