No, it's not. Save all files, close all running programs and turn it off normally. Neither Standby or Hibernate should be trusted.
"Somehow these modes became disabled when I recently reinstalled Windows" - You MUST use the Recovery disks that came with your PC, a store-bought copy of XP will NOT work. Read the laptop User Manual for more info.

Yes, all that will happen if it isn't set to enter a sleep mode is that the screen will turn off.
Though it might be a good idea to make sure the screen has gone off before closing it fully, just to be sure.
Going into the power management control panel should help you get those modes back. You might also need to reinstall a driver from your laptop manufacturer to get the Fn keys working properly.

Right-click Desktop > Click Properties > Click "Screen Saver" tab > Click Power
From this window, you should be able to adjust the desired settings. I'm not an a laptop, so I'm not sure what you'll have to select exactly.
If this doesn't work, this PDF have additional information on laptop standby problems: http://emcp.com/college_resource_centers/resourcefile.php?ID=19526

i let u know sometimes i don't closed my computer! for a week
coz i'm downloading and had to catch up with trades, if you using pc u can turn off the monitor, your pc using 12 volts on motherboard, cd-rom, 5 volts on usb but your monitor is higher, even not recommended but you want to try it just go ahead. i doing this for 2 year over and still my computer running.
if u plan for safety, do use hibernat or closed it properly or maybe u USE-NO-TIME mean u are using it but you want to shut it down after downloading or something but that time you want to go to sleep or work, you can use software to automaticlly to shut it down.
electric bill's? as long you not running 1000 watts power supply it's will be ok.
thank you, glad to help

you only pass into your computing device settings and there you will have a set of innovations. while its plugged in you could choose for in case you opt for for it to close off, sleep/ standby, or no longer something will take place. and you will have the comparable settings for battery.

Clearly your processor will burn a lot hotter which over time could shorten its life. Since you made a mistake in your re-install, I would try it again. You should not have to settle for anything that is substandard
