I replaced the flap valve and the seal so I don't think these are the culprits. Is there anything else that could be broken other then the flapper?

Since you already mention the flapper; you might still check the SEAT of it. Also check the flow tube and water level as that should remain at approx 1 inch lower than the top of the tube.

You also don't mention getting your feet wet when you stand there; but you might check the seals that do contact the tank.

You also don't mention that you see or hear the toilet "running" constantly.

When the tank refills a small amount of water also runs into the bowl through the overflow tube, until the tank is full. If the float level( the valve that shuts the water off)is not set correctly that it shuts off completely, a small flow may continue through the overflow tube and that small amount of flow may look like the tank is leaking when it is actually coming through the overflow tube. You should be able to observe this by checking the overflow tube from the top.
Turn the supply off to the toilet, it should become apparent in time by how low the water level drops to.

the rubber flap valve seals against the hard plastic portion of the drain opening. If this lip is not smooth or worn then the flapper will not seat properly and thus continue to leak.

Are you sure you adjusted the flapper correctly? There should also be a "little" slack in the chain. Recheck the flapper seat to make sure you didn't damage it during installtion. If there are no other leaks present and it continues, calla professional, like you should have in the first place.

Check the chain from flush handle

Too tight will cause water to leak past tank flapper making toilet run.
