Apparently you meant to type " inequality" . If so let us start with education. The more educated the population becomes, the more tolerant people are of each other, the more families will stick together for their and the childrens common good. Do affirmative action programs help? Only if the quality of teaching and learning is at a high level, way above mediocrity.
