It means that it's not always a good idea to get new everything, and that experiance is one of the best things to have.

for example. that new broom has no experiance in sweeping the floor. (pretend these brooms sweep by themselves.) it has to go over the entire floor to get the job done, right? well, the old broom knows where all the dirt, dust, grime, etc lives - it knows what needs to be swept instead of having to go over the entire floor every single time it works, so it is faster because of experiance.

oh, and, this is a proverb, hun. this question should be under "philosophy" or something of that nature, rather than maintinance and repairs. ^_^

The older broom has experience. This would apply to people as well.

I understand it as, any one can make changes, but it takes a wise and/or experienced person to know what changes to make.
