Our morals are dictated by our conscience and it is our conscience that prevents us from doing things that are wrong. Example; stealing, drugs, affairs, violence, etc...

Degeneracy is a condition that is worse than normal or worse than before.

In other words moral degeneracy is a lack of caring, no longer having a conscience about what is right or wrong.
