There's little difference between the two functionally from my experience. I'm a road-warrior engineer and have used both with little difference noted.

CARDBUS is older technology and is primarily used on machines that didn't come with a built in wireless NIC. A CARDBUS card slips into a slot on the outside of the machine. The slots are called PCMCIA slots or PC-Card slots.

MiniPCI is used for built-in wireless. Built-in is a bit of a misnomer as you can change out the card but they're fiddly and fussy to remove; you often need tweezers to disconnect the antenna wires from a MiniPCI card. MiniPCI cards snap into an expansion slot located under the bottom cover or sometimes under the keyboard. I like to think of them as semi-permanent installations.

The power the wireless cards can radiate is limited by federal regulations, so the distances they can transmit and receive are pretty similar.
The software - Pick-em - Both get the job done
