There are no federal laws prohibiting civilian silencer ownership. You do not need a license or permit to own a silencer. 35 states allow civilians to own silencers.
Tennessee passed a law several years ago that requires your local sheriff to sign any ATF form that is presented to him/her to allow a person in their jurisdiction to make or buy a silencer or any other legal NFA weapon (machineguns, short barrel shotguns) as long as that person is legally allowed to own a firearm in the state.
For information on finding a dealer in your area or for buying or making a silencer, check out the links I listed below. Even though a license or permit is not required for owning, buying selling or making a silencer, you do need BATFE authorization (in the form of a tax stamp) to do so. This is not hard to do, especially as for those of you who live in TN. Just obtain an ATF from 4 (to buy) or an ATF form 1 (to make), get it signed by the local sheriff, then send it in the ATF along with the form attesting to your US citizenship, mug shots, fingerprints and a check for $200. ATF approval is routine, and currently approval takes about 1-2 months.
If you want to import, deal in or manufacture (as a business)NFA weapons, then you will need an FFL/SOT. Good luck.
