I bought a lap top with an 80gb hard drive, but it is partitioned into 2 drives of 40 gb each. How do I make it one drive and will this affect my processor speed?

PartitionMagic is a very good program for revising your logical partitions on a hard drive.
As for performance, it really shouldn't make a difference for what most people are using their computers for.
However, you might want to consider this, and leave the partitions the way they are. If you have operating system problems and want to rewrite your operating system or the system partition gets clogged with viruses or stuff where you would want a clean start, if you keep your data on the second partition, you won't run the risk of losing it during the rebuild process (if you do a repair), or wiping it clean (if you do a fresh install).
I have every one of my computers and family member's computers set up with a 40G partition as the 'C' drive and the rest to be used for data you don't want to risk losing.
However, this won't protect you against a 'hard' failure of the whole disk.
