Yes the Nazis invented electro shock as a form of torture and mind control and now our police in the US use them but they call them non lethal weapons.

Ms. Questioner ? Are you really serious about Germany having been the "breeding ground for terror " Don't they teach you anything in school nowadays? Is history still a subject ? You are asking a question on the internet for which there are volumes of references from times before Christ thru the Roman torture of Christians the use of the rack in the Mediaeval era . These were all acts of terror upon the population. The Nazis added their own twists.

No, no. Gosh, torture and genocide go way back to the Romans, and probably even further back than that.

Don't blame the Germans. Hitler got his ideas in part, from the Roman Empire.
