Acura NSX is best followed by the Honda S2000 then the Honda Civic Si. All depends on what you can afford and all three can be modified to go well beyond their standard power. The Acura TL Type-s and Acura TSX could be considered too but those two have limited mods available and a decently modded S2000 or Civic Si would give you more "bang for the buck."

Best engine for cheap would have to be the one you find in the Acura Integra GSR.
The Integra Type R is really the best, it is the B18C5, but it is very rare, and would cost a lot more.
But the Integra GSR is a much more common car, and can be found for a reasonable price. This car uses the B18C1 engine. The 1994-2001 Integra GSR has the B18C1 motor which boasts 170hp coming from a 1.8Liter 4 Cylinder engine with dual stage intake manifold.
There are other engines that are better in my opinion like the K24 and J30 engines found in the newer Accords/TL's/TSX's but best bang for the buck is the B18C1!!

Civic- B16A B16B Integra- B18B (LS engine-no longer a VTEC yet could have the top swapped to a VTEC) B18C1/C5 CRV- B20B/Z (enormous torque yet no longer a VTEC, yet could have the top swapped to a VTEC head) All of those engines will slot in a Civic. additionally evaluate the K20 relatives engines from the extra moderen gen Civics besides. replace: Going with an H22 (from a Prelude or Accord form R) will make your gentle-weight Civic a super drag vehicle, yet dealing with will go through. the priority is the H22 is a extensive and heavy engine. it's going to make your Civic front heavy to the factor which you will experience it. there is no longer a suspension kit which will make the dealing with any sturdy with an H22 in a Civic the two. to in good shape an H22 under the hood takes countless artwork (and that i advise plenty) plus in case you're prepared on A/C, forget approximately it. An H22 under the hood of your Civic leaves no room for A/C.

DO NOT BUY THE FIT. The price is reasonable and the car looks good but don't consider passing anyone if you're going 50 or above, it just can't peddle fast enough. You can cruise at 80 but it just takes awhile to get there. And the mileage is way under what they promise. They advertised 32-38 mgp and I expected a bit under that but not an average of 27 mpg driving with due care to mileage. The sport front end is so low that you can't go over speed bumps easily and you will hit any concrete parking thingie that you get near. The air bags turn off if you put your purse in the driver's seat or lower any of the seats to haul something. Oh and when you read the small print in the manual-you can't put anything on top and you can't tow anything and YOU CAN'T CARRY MORE THAN 850 POUNDS TOTAL. So who are you going to put in those 5 seats? That means I certainly can't take five people shopping especially with a spare tire in the back. Honda-bah!

I would say the 97 and up Preludes. They will smoke a GS-R and any Civic.
Upwards from that you are looking at a Type-R Integra, an S2000, or an NSX.

actually... Honda's VTEC <(there i corrected you) engines are some of the highest horsepower /liter production naturally aspirated engines you can get. and you can turbo a b18c1 at low boost(10psi or so) bone stock internally on pump gas and get an excess of 300whp that puts you in mid12's quarter mile and eating up slowmaro ss's and rustang gt's for quite a bit less money and you dont even need a mullet to drive it. plus you have learned something in the process of modding it.
not to mention it is still street drivable and quite reliable
