Very, very difficult.

Think about it... you'd need a new zipper (putting in a zipper can be challenging) and you'd have to move the pockets.... and the proportions of the waist are different than at the hips.... I've altered things for myself before but I wouldn't be brave enough to try jeans! Plus, once you alter them, the fit might not even be flattering anymore. I'd just buy new jeans if I were you.

A good tailor could probably do that, but I'd get a price quote first. Depending on the amount of work the tailor has to do, it might just be cheaper to by new low rise jeans.
