My first port of call would be one of the many rice and grain distributors found all over the Philippines.
They do everything from rice and corn, to animal feeds. It is not a commodity that I have looked to buy myself, sorry that I am unable to help more.

barley for what, agricultural use?-found in agricultural supplies everywhere....... or the pearled barley for human consumption which can be found in major supermarkets, or specially in chinese groceries found mostly in binondo, sta. cruz, divisoria.

I am not sure, but I guess you can check with companies dealing in agri. Like maybe B-Meg? I am not sure, though.
