To recruit one of your game members in San Andreas for the Playstation 2, press and hold R1 to lock on to the gang member and then press "up" on the d-pad.

You don't have to beat the game to recruit someone. I haven't yet. All you have to do is simply go up to the person hold R1 and press up on the D-pad;for PS2 by the way
