Giovanni da Verrazzano, in the service of France, was the first European to explore North Carolina. He visited the coast in 1524. But King Francis I of France was not interested in colonizing the region. The area was visited by Hernando de Soto a few years later in his search for gold. Although the French and Spanish came to the region, neither of them established any permanent settlements. In 1584, Sir Walter Raleigh of England, sent explorers to the region in search of a suitable site for a settlement. The next year the first English colony in America was established on Roanoke Island. But it failed. In 1587 Raleigh sent another expedition to Roanoke Island under John White as governor. He left for supplies and when he returned from England in 1590 the colony on Roanoke had disappeared. It remains a mystery today. Nobody knows who the first European settler was. This is as close as I can come to an answer. I guess I would have to say John White, although his colony didn't survive.
