Where does the car's kinetic energy go when the parachute is let out behind it? Does it go to the parachute, the ground from the car's friction, etc?

The parachute does work on the air. Ultimately the kinetic energy is converted to heat energy as the air is warmed by its own viscous friction with itself and with the parachute.
