I want to insert it into a letter-size leather portfolio that will require a cardboard backing. It will be inserted into a pocket slit into the inside of the portfolio. It also has to lie flat so that the portfolio will close. Any suggestions how I can accomplish this?

In order for it to lie flat, the portfolio will have to have a wide enough spine.

You could punch two holes across the top of your paper and cardboard, and tie a ribbon to bind it all together.
