Just wondering, if a U.S. citizen does something in another country that is against the law in the U.S. but is legal in that country, can they be prosecuted for it when they return to the U.S.?

Most laws are local in nature. If you steal something in France, you can be prosecuted for it in France under French law, but back home in Indiana they can't take any action against you for it.

On the other hand, if you are in France to meet with your contact and sell top secret blueprints to a US spyplane, the US government can lock you away until you die.
