A cell wall is only present in a plant cell. It is much thicker than the cell membrane of an animal cell, but serves the same purpose.

Every cell has a cell membrane that surrounds the cytoplasm and determines what materials can enter and leave the cell. That means bacteria, protists, fungi, plants, and animals all have cell membranes surrounding every one of their cells. (Many people get confused about this and think that cells have a cell membrane or a cell wall and not both, but that's not true.)
The cell membrane is flexible and is mainly made up of a phospholipid bilayer with embedded proteins.

Most cells also have cell walls that are found just outside the cell membrane. Bacteria, many protists, all fungi, and all plants have cell walls in addition to cell membranes. The cell wall is fairly inflexible and provides support, shape, and some level of physical protection to the cells. Cell walls may be made of cellulose or chitin, depending upon the species.

Cells without cell walls are like ziploc bags full of jello salad. They're rather squishy. Cells with cell walls are like ziploc bags full of jello salad packed into a shoebox that is just the right size. It takes the plastic bag AND the shoebox. You wouldn't want to have the jellow in the box without the ziploc bag. The shoebox wouldn't hold it in, and the jello would start to leak out. It's the same for cells. The cell wall would not hold the cell's contents by itself; the contents would start to leak out. So cells with cell walls (boxes) still need cell membranes (plastic bags).

A cell wall is much thicker than a cell membrane and helps plant cells have a tighter more definite shape that allows them to be placed the way that they are. A cell membrane is selectively permeable (allows certain things in) and allows more things to pass into the cell and permits waste to leave the cell. Cell walls are only present in plant cells but cell membranes are in both animal and plant (found right beneath the cell wall on a plant cell)
