If you are a citizen or a legal resident alien then you qualify for a social security account number. If you are not in those categories, you don't and cannot legally obtain a driver's license from a U.S. state.
You are probably thinking of using a Consular Matricular document issued by a consular official of the Republic of Mexico. That won't work anymore.

Why are you not eligible for
a Social Security number?
Are you not a citizen of the U.S.? If you are not, then
you are also not eligible for
a drivers license. A drivers
license is also proof of ID and
of legal citizenship. If you are
not a citizen, you should not
have a drivers license.
For driving purposes or any
other purpose.
