If he copied it and he drew it by his own hand then yes he did do it and it is the truth. There isn't an artist that's been alive that didn't copy someone else's work and present it as his own. Art is nothing more than making reproductions of the world we perceive in some repetitive manner.
Forgery is an art all of it's own. And most "experts" really can't tell an original from a fake with out extensive documentation.
if he is copying a drawing, there is going to be variation by his hand, even is he traces from the original, your cousin's hand still is making the marks so he is the creator of his drawings. He is making all the choices in what he wants to draw.
In the end what do you care. Is his drawing interfering with yours or anyone else's life? probably not. Other than a feeling of being ripped off in someway. Maybe one day your cousin will move on from copying someone else to a place where he feels more comfortable drawing his own ideas...or maybe not...I don't see how drawing is a bad thing.

Well if the drawing is original then yes, but if the drawing is of a plant that is sitting in front of them, then no. Drawing a still life that has already been drawn isn't bad.

It's called "plagiarism" and it means to steal someone else's ideas and present them as your own. If the ideas (such as the drawings) are copyrighted, plagiarism is illegal and you could be punished by law for it.
