A vasectomy is pretty straight forward. Just make sure you're really ready for one because you can't be sure that it can be reversed later on.

Risks of circumcision include:

In a medical study, it was found that females are more likely to hit orgasm with an uncircumcised man:

The lubricated foreskin (on the inside... like your eyelids) slides up and down during sex and masturbation to stimulate the head.

Studies have found that circumcision reduces sensitivity (this article also mentions how it has lost popularity in the USA in recent times):

And despite being more sensitive, they still last in the same six minute range (average) that circumcised guys do:

Makes masturbation more difficult:

Which makes sense, that's how it was made popular in the USA:

Increases erectile dysfunction rates:

If too much skin is removed, it can make the penis smaller since the penis needs some skin to expand during an erection:

The USA is the last developed nation doing circumcision on a significant scale without medical or religious reasons. That means Europe and Japan (and Latin America and China, for that matter) don't circumcise. Circumcision rates in Australia and Canada are low, and in Africa... it varies by nation/tribe. Here's a worldwide map that gives you a general idea of where circumcision is common:
http://www.circumstitions.com/Maps.html

In the United States, circumcision rates vary by state, race... and other factors, like the year you were born. For the most part, the West Coast has the lowest circumcision rates, with some states as low as 14% now. Compare that to national circumcision rates being around 90% back in the 1960s and 70s. Vasectomy:

Pros: No more babies (should be considered permanent birth control)
Cons: No more babies, even if you want them later -- reversal has a success rate of maybe 50% at best.

Circumcision:

Pros: None unless you plan to go to Africa and have unprotected sex with prostitutes or are converting to a religion that requires it.
Cons: Often very painful for several weeks. Cuts down on sexual pleasure for both the circumcised man and his partner. Looks ugly. Can't be reversed.

Circumcision

Pros:
- in America some people like the look
- if you have unsafe sex with a woman who has HIV your chances of getting it *may* be reduced slightly
- you will never have foreskin problems

Cons:
- you will lose sensitivity and the glans will dry up
- in the rest of the world most people don't get it done and think it is weird
- you will probably need to use lubricant etc. for masturbation and sex
- you could get some nasty side effects
- you still need to wash and use condoms despite what some people say
- can't be undone or changed, so if you regret it you're buggered
- less likely to provide as much pleasure for female partners
