Can my mother give me power of attorney over her even though she is still married? And if so will i be able to enforce this power of attorney even though she is still married. So essentaily I would have power of attorney superseding her husbands rights?

Yes your mom can still give you power of Attorney if she chosed to. As long as she is able to do so and you have a notary sign papers it will work. If you did get POV then yes you would have more rights then the husband. And that depends on what the POV is good for. Get it for everything, money and health things. If she has a bank account then you want to get all the money out before she passes because after that its no good. Or dont put a date on the POV papers, example: still she passes. Make sure you talk to someone you trust about it and let them know with your mom what you want done. Good Luck and God Bless

I think so but that is a good question for an attorney since laws are different in every state.
