I have been without a valid driver's license and passport for about 3 years now. The ony copy of a birth certificate I have is a xerox, and can not be used for ID purposes.

I now need to get a valid state ID and bank account, so how can I obtain the necessary documentation?

I have an expired driver's license from a state I don't live in anymore, a very old passport from when I was a kid, my current paycheck stub, my current paycheck ATM-style card I get paid through, and power and cellphone bills that all go to my current address.

What is my best course of action to get a current ID?

Go to google, type in Office of Vital Records (plus state you were born in). They normally have a toll free 800 number. Good luck!

I am not a "lib" and I think this question is stupid because any DMV in the nation would take a Certificate of Live Birth which Obama has (and the state of Hawaii has shown). On a side note to the relevance of this question: You don't even have to be a citizen of this nation to get a driver's license. You should really get an education instead of worrying about a driver's license for a person that you apparently know little about.

You seem to have several options. One is to write or go the state that issued you a drivers license in the first place because they had to use something valid to issue you a drivers license in the first place. Or you can order what is called a birth certification from your last high school. Just go to whatever that school district office and request a copy of your birth certification and make sure their information is correct. Also you can write to your place of birth and contact the Department of Records which should have a record of your birth and request that they send you a copy of it. All of these things may cost you a few dollars but it should be worth it.......

The Passport would be the easyest to get . file for a new one and show them the old one.

I heard that Oklahomha used to not require a birth certificate for driveres permition . I am sure that has changed now.
