the only exception is H2. H in basic terms has room for 2 electrons in its valence shell. H2O isn't an exception: ........--- ....H--O--H ........--- and neither is hydrogen peroxide: ........---..--- ....H--O--O--H ........---..--- O. and needless to say the H would not have 8 electrons because of fact its valence shell can in basic terms carry 2..
