Very excellent question, though the answer to it is both unknown and controversial. Common scientific opinion says, to my knowledge and understanding, that since time itself is a property of the universe, it would not have existed before the universe. That is to say (please forgive me if i'm being redundant) that time was created along with the universe and thus there could not have been a time "before" the uinverse. However, Joan brings up a good point: we are always learning.

At one time it was thought that our galaxy (The Milky Way) was the entire universe. We now know that our galaxy is only a tiny part of the entire known universe.
What we don't yet know, but many speculate about, is that our "universe" may still be only a tiny part of a much bigger "universe". It is likely there was a time before the start of the universe as we know it today.
Time is also an odd thing. The more I learn about it (as a lay person) the more peculiar it seems.

its kinda funny that the equation E=mc**2 has fallen into cliche. some ppl even 'kinda get' what it means... energy and matter are pretty much the same thing, just a different form.
seems like there should be another equation to explain for the rest of us these Big Bangy questions... like X=cT or sumpin' ... just off the top of my head, ya know...
space and time are related. stop asking "If space was crushed down to a singularity, how long before lunch?"

if time started a finite time in the past then simple logic tells us there was obviously no time before that. so therefore no time.
that is to say in this universe. there could be other universes that co-exits with ours or that are 100% independent with ours. and their time could have started long before ours (infinitly long by our standards because there was no time).
