B. The Declaratory Act (whose very title suggests its purpose --to declare Parliamentary authority) actually was passed at the same time as the repeal of the Stamp Act, but the two were distinct.

In fact, it was precisely BECAUSE Parliament had been pressured (by American colonists' boycotts) to repeal the Stamp Act that they felt to need to clearly state that they still had the RIGHT to pass that kind of tax measure.
