Turn the stuff OFF...

Otherwise... "bundling" services.. IE Cable, Wireless, Internet, and Phone might be the way to go...

You are going to have to start living BELOW your means, otherwise you arent going to be able to save ANYTHING...

The obvious is to turn off the cable and stop making phone calls. You may only need to do it for a few months but that is okay. Just be sure to continue to pay off the balances.

As far as gas and electric, are you renting or owning the house? If you own, get more insulation; buy CFL bulbs; lower the thermostat. If you rent, do the second and third suggestion.

Room for someone to share the place? What you may need is a way to increase your income.

Cancel some services or share with roommates. Turn off lights and turn down heat. Cable isn't required and you can live without a cell phone or get prepaid. Get a roommate and they can pay half the cable and heat and light bills.

For electric and gas bills, reduce your usage. Utility companies also give information on how to manage usage by telling you how much each appliance consumes for a hour.

Similarly for cell phone bill, simply reduce usage and service availment.

Computers use a lot of power -- but not in sleep mode (or turned off). Refrigerator-freezer can easily run $10 or more a month, especially old ones. Keeping the freezer full helps. Not opening it a lot helps. Hard to make a lot of changes when you are renting. Keeping thermostat down in winter & blocking drafts is a good suggestion -- sometimes you can turn down a radiator & close off a rarely used room.
