Believe it or not if you drive a car over 45 yrs. old it's no holds bared. There were no emissions back then and your car would not have to comply.
Today in NYS. inspection stations tube cars that were built 1998 and after. I've seen with my eyes they often do not check to see if you have a catalytic converter new or old cars.
Also if you built a brand new custom street rod there are no emission regulations. Word of advice: Its pretty difficult to hang on to a 70 Chevelle with tubed rear wells, bigger tires and a 620 hp. 572 motor. The factory Chevrolet ZZ572 / 720R motor is completely insane because not only does it have 720 hp. but 685 ft. lb. of gut wrenching torque.
I suppose it's Moore's law. It's not illegal to stick on a blower and the above motor with some de-compression. It would have over 1000 hp. You'd better have something underneath that has a good suspension and aims where you point it.

there's no limit to what you can drive on the street in most states,if there's any states that has a limit on the amount of horse power you can have in a car i wouldn't want to live in that state,good luck.

In canada its 500hp. But not really any cars that are sold here are more than 500hp and if you do tune the hell out of it and make over 500hp, they will not break out a dyno in the middle of nowhere and test you. I think in Canada its 500 though.
